I am not in accord with the
Piggott's
suggestion made in the 4th. paragraph of Sir F.
letter. The system in the Hongkong Police is the same as
that which obtains in the Royal Irish Constabulary which
is recognised as being one of the best regulated Police
Administrations in the world.
This system is that the Executive
Officers of Police and in minor cases the Inspectors of
Police (in Ireland called Head Constables) conduct all
prosecutions except such as present legal difficulties
of the nature that demand legal assistance, or such as are
of such importance that legal assistance is considered
